Mayor Pro <br />Tern Richardson referred Farris to Council Services Manager Lorraine Lazarine for assistance. <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Espinoza and several other Councilmembers commented on their participation in <br />the Black History Parade and Tet Festival events the previous weekend. Espinoza expressed <br />concern that the Council majority was not open-minded regarding proposals by Councilmember <br />Moreno and himself, and then suggested the current graffiti removal contract be amended to <br />include removal of graffiti on weekends, and if that was not possible, to include such a <br />requirement in the next bid specifications. <br /> <br />CITY COUNCIL MINUTES 46 FEBRUARY 3, 1997 <br /> <br /> <br />
