FiQure 1: Goals and Obiectives
Increases, and
~ Process Dblective #2 Approximately 90% 01 the youth will be trained to deliver high performance
services so that the orobabilitv of waqe qain is elevated
Outcome Objective #5: Approximately 90% of youth who did not graduate from high school will be
enrolled in aGED prooram.
Outcome Objective #6: Approximately 100% of youth with a high school diploma will enroll in a program
of higher education.
Outcome Objective #7: A minimum of 40% of the youth will obtain credentiais before the First Quarter of
exit.

As mentioned, approximately 45 youth will be served per year through this

program. The specific WIA program elements that La Famila's FUERZAS UNIDAS

will offer have been summarized in Figure 2 below.

Figure 2: WIA Program Elements that La Familia's FUERZAS UNIDAS will Offer

1) Tutoring - Literacy and mathematics skills are critical tour target group. Similar differentials exist in
terms of mathematics skills. Thus, one of the workshops offered will involve tutorials in literacy and
mathematics. The parents of the youth will also be referred to adult literacy programs offered by other
providers
6) Leadership Development Opportunities - The youth will participate in a common community
subprogram as a part of the ieadership development component in addition to the inclusion of leadership
skills in the workshops that wiil be offered, CHCADA will also utilize youth as part of our outreach team
and as part of the prevention teams in other Orange County programs. This component will emphasize
Community Service activities that will aid the participants in developing their leadership skills and
becoming community ieaders, as well as preparing them to become productive members of the labor
force.
7) Supportive Services - CHCADA will provide a broad range of supportive services so that each
youth's chance of programmatic success is enhanced. Books and school supplies, child care,
transportation, work clothing (uniforms), emergency food, health care referrals and support in other basic
need areas will be made available through the services of a fulltime case manager In addition, CHCADA
will provide up to one-half of the cost of Sober Living home services as required by the youth.
S) Adult Mentoring - The barriers that characterize the participants in this program are many. Some of
the target group will already be parents. Others may engage in at-risk sexual behaviors while still others
may be members of gangs. One strategy that simultaneously reduces risk in multiple areas is mentoring.
However, CHCADA will apply a unique small group mentoring model that consists of one adult male and
one adult female and our out-of-school youth. This extended family model is highly effective. The mentors
will serve as role models so that the youth will become eager to continue their postsecondary education.
9) Follow-up Services - Acutely aware of the importance of keeping in touch with the graduated youth,
FUERZAS UNIDAS offers an intensive, twelve-month follow-up program after the compietion of the initial
program. The initial six months of the follow-up period will include weekiy attendance at group meetings
where day-to-day job occurrences can be discussed. At the end of the first six-month period, monthly
sessions will be held The follow-up will also include weekly telephone interviews with employers for the
first month and monthly follow-up with the employer for the next six months. During the entire follow-up
period, CHCADA will continue to provide leadership development, supportive services, and counseling as
needed. In addition, FUERZAS UNIDAS will provide an incentive program for participants: A $50 gift
certificate (i.e., Target, Wal-Mart, etc.) at successful completion of the program; a $25 gift certificate for
successful retention at six-month follow-up; and $50 for successful retention at the 12-month follow-up.
10) Comprehensive Guidance and Counseling - All participants will complete an intensive assessment
of osvcholoqical and social functioninq. Based upon this assessment, each youth will be provided

12
