Contract Parking Enforcement Services with LAZ Parking California LLC <br />Department(s): Police Department <br />Recommended Action: Receive and file. <br />MINUTES: Councilmember Bacerra expressed concern regarding citations issued <br />by LAZ for the absence of front license plates, officers standing at parking meters <br />waiting to issue citations, and whether LAZ is receiving compensation for citations. <br />He emphasized the upcoming contract should define parking enforcement <br />responsibilities and ensure citations are issued only for specified parking violations. <br />Police Commander Joseph Marty spoke regarding the LAZ-issued citations for <br />missing front license plates and expired tags, noting that the Police Department <br />trained LAZ ambassadors and parking control officers, and confirmed LAZ receives <br />no additional compensation. <br />Mayor Amezcua acknowledged the impact of citations on community care, thanked <br />staff and LAZ, and emphasized the need for a balanced approach that upholds <br />customer service while supporting enforcement. <br />CITY COUNCIL 7 MARCH 4, 2025 <br />
