MOTION: Lutz <br />VOTE: <br /> <br />ABSENT: <br /> <br /> SECOND: Franklin <br /> <br />AYES: Franklin, Lutz, MCGUIGAN, <br />NOES: None <br /> <br />Pulido, Richardson <br /> <br /> NON-VOTE: Espinoza, Moreno <br /> <br />The MOTION failed. <br /> <br />Councilmembers Espinoza and Moreno reiterated their policy of not voting during untelevised <br />Council meetings. <br /> <br />Acting Chair McGuigan ordered the item tabled. <br /> <br />Note: A Special Meeting of the City Council was called by the Mayor for 8.'00 p.m. on May 15, <br />1997 in the Community Meeting Room at the Police Administration and HoMing Facility, 60 Civic <br />Center Plaza, for the purpose of holding a Closed Session regarding the foregoing matter. <br /> <br />WORK STUDY SESSION <br /> <br />W.S.A. 1997-1998 CITY BUDGET <br /> <br />City Manager David Ream reviewed the meeting agenda, explained an "issue bin" would be used to <br />log Council questions raised during departmental budget presentations for later response, provided <br />a brief overview of the budget including per~nnel reductions for each department over a 1 O-year <br />period, and revisited the City's vision, purpose and goals. <br /> <br />Budget Officer Gina Schuchard highlighted new Miscellaneous Fees proposed for FY 97-98 and <br />provided the Council with the Proposed Fees & Fee Adjustments Schedule. <br /> <br />The following Executive Directors presented their respective budgets outlining departmental <br />objectives, accomplishments, operations statistics, budget reduction impacts, issues, challenges, and <br />opportunities: <br /> <br />Recreation and Community Services - Cleve Williams <br />Police Department - Chief Paul Walters <br />Fire Department - Chief Marc Martin <br />Public Works Agency - Jim Ross <br />Community Development Agency - Cindy Nelson <br />Planning and Building Agency - Robyn Uptegraff <br />Library - Rob Richard <br /> <br />Councilmembers indicated the following matters should be placed in the "issue bin": <br /> <br />CITY COUNCIL MINUTES <br /> <br />147 <br /> <br />MAY 14, 1997 <br /> <br /> <br />
