Birch Street - Filed by Nextel Communications to allow a 60- <br />foot monopole with a 15-foot triangular antenna array in the Light Manufacturing <br />(M1) zoning district - Planning and Building Agency <br />Planning Commission Action: Approval FILE CA <br /> <br />PUBLIC COMMENTS <br /> <br />The following individuals spoke regarding the FY 97-98 City Budget (Agenda Item 11.D on <br />Minutes page 191) and raised several issues including but not limited to employer-labor union <br />"meet and confer" rules, "lay off" procedures, reinstating laid off employees, contracting out City <br />services, forgone salary raises, the Arts Administrator position, employee seniority, and the City's <br />trash contract. <br /> <br />Sally Ramirez <br />Robert Banuelos <br />Chuck Corpening <br />Florence Leach <br />Phil Lecours <br /> <br />In response to Councilmember Moreno's query, City Attorney Joseph Fletcher cautioned that a <br />Council action to reinstate positions eliminated from the City Budget would "knock" the budget <br />out of balance unless the Council also takes action to identit~ and appropriate funds for additional <br />employee compensation. Moreno then requested the reinstatement of the three "laid-off" <br />positions into the FY 97-98 Budget be placed on the July 7, 1997 Council Meeting Agenda as a <br />Council item. <br /> <br />City Manager David Ream clarified the Council had passed the FY 97-98 Budget on Second <br />Reading earlier in the meeting and noted the City's trash contract was a separate matter the <br />Council had already approved at the June 2, 1997 Council meeting. <br /> <br />Ms. Bea Jones related how the "Juneteenth Day Celebration" (see Agenda Item 16.A on Minutes <br />page 192) evolved, stressed the importance of this commemoration, and thanked the City Council <br />and the Clerk of the Council staff for their work in recognizing this event. <br /> <br />* * * END OF CONSENT CALENDAR * * * <br /> <br />CITY COUNCIL MINUTES 198 JUNE 16, 1997 <br /> <br /> <br />
