<br />EXHIBIT A-I <br /> <br />OBLIGATIONS OF TOWNSEND PUBLIC AFFAIRS, INC. <br /> <br />A. Townsend Public Affairs will represent the City of Santa Ana in Sacramento, <br />working actively with the City's other state government consultant, Bruce Young <br />to coordinate our efforts in support of the City's initiatives. <br /> <br />B. The Consultant will confer with the City Manager and such other City personnel <br />as the City Manager may designate at times and places mutually agreed to by the <br />City Manager and Sacramento Representative on all organizational planning and <br />program activity which has a bearing on the ability of the City to make the best <br />use of state programs. <br /> <br />C. Consultant will review state proposals, legislation, under consideration, proposed <br />and adopted administrative rules and regulations and other Sacramento <br />developments for the purpose of advising the City of those items which may have <br />a bearing on City policy or programs. <br /> <br />D. Consultant will identify potential funding sources related to the City's established <br />capital and programmatic needs and craft a comprehensive strategy to pursue <br />these opportunities. Consultant will also secure and furnish such detailed <br />information as may be available on state issues in which the City indicates an <br />interest, in particular: <br />I. Propositions I B-1 E and Proposition 84 on the November 2006 ballot. <br />2. Any and all implementing legislation to any of these ballot measures. <br />3. Grant opportunities administered by relevant state and regional agencies, <br />including Dept. of Parks & Recreation, Resources Agency, Dept. of <br />Forestry, and the Rivers & Mountains Conservancy. <br /> <br />E. Consultant will design a legislative strategy for Santa Ana to compete for the <br />bond and grant funds including spearheading and coordinating efforts with the <br />City delegation and other governmental partners, i.e. the courts, Orange County <br />Transportation Authority, the Southern California Air Quality Management <br />District, etc. <br /> <br />F. Consultant will review and comment on legislative proposals and grant <br />applications of the City which are being prepared for submission to state agencies <br />when requested to do so by the City. <br /> <br />G. Consultant will maintain liaison with the City's state legislative delegation and <br />other appropriate state legislators, including the Governor and legislative <br />leadership, and will assist these officials in any matter which the City determines <br /> <br />
