POSITION ALLOCATION - CITY MANAGER'S OFFICE <br />Motion: Adopt resolution. <br /> <br /> RESOLUTION 97-053 - A resolution of the City Council of the City of Santa Aha <br /> to amend the current annual budget to add one Executive Secretary (UC) position - <br /> <br />Personnel Services <br /> <br />MOTION: McGuigan <br /> <br />VOTE: AYES: <br /> NOES: <br /> <br />ABSENT: <br /> <br /> SECOND: Lutz <br /> <br /> Franklin, Lutz, McGuigan, Pulido <br /> None <br /> <br />Espinoza, Richardson <br /> <br />NON-VOTE: Moreno <br /> <br />F~ECA <br /> <br />WORK STUDY SESSION <br /> <br />W.S.A. 1997 AND 1998 LEGISLATIVE PROGRAM REPORT - JILL ARTHUR <br /> <br />Assistant to the City Manager Jill Arthur indicated her presentation would cover the City's <br />Intergovernmental Relations Program and provide a status report on each Program element. <br /> <br />Arthur outlined grant monies received for major developments and infrastructure projects such as the <br />Discovery Science Center, Ronald Reagan Federal Courthouse and Bristol Street Widening. She <br />enumerated federal, state and county grants awarded to such programs such as "Weed and Seed," <br />COPS (Community Oriented Policing Program), Americorps, W.O.R.K Center, and various park <br />sites. She also discussed impacts of the Small Business Administration Santa Ana office, the <br />Enterprise Zone, and the upcoming 2000 Federal Census on City revenues. <br /> <br />Arthur then commented on State legislative decisions in 1997, noted Santa Ana had received <br />approximately $44 million in local, state and federal grant and entitlement revenue in 1997, and <br />briefed the Council on the state and federal legislative issues the City would be tracking in 1998. <br />She concluded by explaining the City's effectiveness in securing grant funds was greatly enhanced <br />by its partnerships with organizations such as the League of California Cities, the Orange County <br />Transit Authority and the 10 Largest California Cities Group; and responded to questions. <br /> <br />Councilmembers asked Arthur about the status of several issues such as "overcrowding" and the <br />future for Enterprise Zones and identified the following for further discussion: <br /> <br />- a renewed effort relative to "overcrowding" legislation; <br />- total financial impacts of the federal courthouse; <br /> <br />CITY COUNCIL MINUTES <br /> <br />328 <br /> <br />NOVEMBER 17, 1997 <br /> <br /> <br />
