Adopt a resolution authorizing the City Manager and the Chief of <br />Police to execute a grant award agreement with the United States <br />Department of Justice, Office of Community Oriented Policing Services <br />(COPS) for $98,723. <br /> <br />2. Approve an Appropriation Adj ustment accepting and appropriating the <br />COPS 2006 Technology program grant funds in the amount of $98,723. <br /> <br />DISCUSSION <br /> <br />The United States Department of Justice, Office of Community Oriented <br />Policing Services has awarded the Police Department the 2006 Technology <br />Program Grant. The grant will assist the Police Department Forensic <br />Firearms Unit, which is rated one of the best in the nation with its IBIS <br />hit rating. The grant funds will be used to upgrade to the current <br />comparison microscope, as well as purchase a secondary comparison <br />microscope, desks for firearms evidence analysis, a remote firing device, <br />and ballistic rifle and pistol transport cases. The funding will also <br />provide a live-feed connection with a second examiner to assist with the <br />comparison verification process, without having to physically drive the <br />evidence to the assisting agency and back. These technological upgrades and <br />purchases will increase the productivity of the Unit, thus providing <br />investigators, district attorney's, assistant U.S. attorneys and the courts <br />with crucial forensic facts much more rapidly. This has positive <br />ramifications on the community and will directly aid In the expedited <br />prosecution of violent firearms related crimes. <br /> <br />20C-1 <br />
