<br />Abandonment No. 06-02 <br />November 20, 2006 <br />Page 2 of 3 <br /> <br />staff attended an APNA meeting in July of 2005 to remind those present <br />of the comment period. The district received comment letters from <br />residents and the final EIR included responses to each of those <br />comments. The Final EIR was approved by the Board of Trustees for the <br />District on September 12, 2005. <br /> <br />City staff and District staff met with the APNA board on November 6, <br />2006 and plan to meet with the association on November 15, 2006 to <br />discuss the District's master plan, status of the college expansion, the <br />street vacations, traffic redistribution, mitigations, and nearby City <br />projects among other issues. <br /> <br />During the EIR process, surrounding streets were studied to determine <br />impacts related to the expansion proj ect including the College Avenue <br />closure. Traffic mitigations as part of the project include: <br /> <br />. Modification of the traffic signal at Bristol Street and Washington <br />Avenue to provide dual left-turn lane eastbound <br /> <br />. Fair share contributions to install a traffic signal at Pacific <br />Avenue and Civic Center Drive <br /> <br />. Modifications at Bristol and civic Center Drive to provide a <br />westbound right-turn lane <br /> <br />The City lS also planning improvements in the area, including the <br />widening of Bristol Street to six lanes and the installation of a <br />traffic signal at English and Civic Center Drive, which is now under <br />construction. The Public Works Agency is continuing to work with the <br />APNA on a neighborhood traffic management plan for traffic calming <br />purposes. <br /> <br />The district has incorporated APNA suggestions and comments into the <br />campus master plan including relocation of the proposed parking <br />structure to the interior of the campus, raising a portion of the <br />proposed wall and improving the landscape buffer, and relocation of the <br />sports fields to the exterior of the campus to help provide a more <br />aesthetically pleasing edge to the campus. District staff also met with <br />Floral Park, Heninger Park, Riverview, Washington Square, and West <br />Floral Park neighborhood associations to present the college expansion <br />plans. <br /> <br />Official notices of the public hearing for the vacation were posted by <br />staff along all three streets and were published in the Orange County <br />Reporter in accordance with the Street and Highways Code of the State of <br />California. In addition, property owners within 300 feet of the subject <br />street closures were mailed notices of the vacation and public hearing. <br />The mailed and posted notices were in English and Spanish. <br /> <br />75A-2 <br />
