The district received comment letters from residents and the final EIR included responses to each of those comments. The Final EIR was approved by the Board of Trustees for the District on September 12, 2005. City staff and District staff met with the APNA board on November 6, 2006 and plan to meet with the association on November 15, 2006 to discuss the District's master plan, status of the college expansion, the street vacations, traffic redistribution, mitigations, and nearby City projects among other issues. During the EIR process, surrounding streets were studied to determine impacts related to the expansion proj ect including the College Avenue closure. Traffic mitigations as part of the project include: . Modification of the traffic signal at Bristol Street and Washington Avenue to provide dual left-turn lane eastbound . Fair share contributions to install a traffic signal at Pacific Avenue and Civic Center Drive . Modifications at Bristol and civic Center Drive to provide a westbound right-turn lane The City lS also planning improvements in the area, including the widening of Bristol Street to six lanes and the installation of a traffic signal at English and Civic Center Drive, which is now under construction. The Public Works Agency is continuing to work with the APNA on a neighborhood traffic management plan for traffic calming purposes. The district has incorporated APNA suggestions and comments into the campus master plan including relocation of the proposed parking structure to the interior of the campus, raising a portion of the proposed wall and improving the landscape buffer, and relocation of the sports fields to the exterior of the campus to help provide a more aesthetically pleasing edge to the campus. District staff also met with Floral Park, Heninger Park, Riverview, Washington Square, and West Floral Park neighborhood associations to present the college expansion plans. Official notices of the public hearing for the vacation were posted by staff along all three streets and were published in the Orange County Reporter in accordance with the Street and Highways Code of the State of California. In addition, property owners within 300 feet of the subject street closures were mailed notices of the vacation and public hearing. The mailed and posted notices were in English and Spanish. 75A-2
