NO. 06-154) <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />(.~~ <br />~~ . ~cZ~ <br /> <br />CI Y MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to All Star Fire Equipment for the purchase of a thermal <br />imaging cameras and accessories in the amount of $155,160. <br /> <br />DISCUSSION <br /> <br />On September 19, 2005, the City Council accepted a $8.4 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br /> <br />The Santa Ana Division of Homeland Security requires thermal imaging <br />cameras, parts and accessories to aid the firefighters in locating trapped <br />occupants in structure fires that may result from acts of terrorism. The <br />thermal imaging camera is a hand-held device that enhances the ability of <br />firefighters to see in near zero visibility conditions, adding a degree of <br />safety by decreasing the chances of a firefighter becoming disoriented or <br />lost while in the structure. The camera may also be used to locate small <br />hidden fires using temperature readings shown in the camera's viewfinder, <br />thus eliminating the need to open up hidden areas of the structure to <br />search for the fire. <br /> <br />22L-1 <br /> <br />
