REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2006 <br />TITLE: <br />AGREEMENT WITH MIKE LINARES, INC. <br />FOR FEDERAL GRANT PROGRAM <br />CONSULTING SERVICES <br />MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with Mike Linares, Inc. <br />in an amount not to exceed $55,000 to provide technical consulting <br />services for federal grant programs. <br />DISCUSSION <br />The City of Santa Ana receives federal grants through the Community <br />Development Block Grant Program (CDBG), the Emergency Shelter Grant <br />Program (ESG) and the Home Investment Partnership Act Program (HOME) to <br />fund eligible activities relating to community development, social <br />services for the homeless and affordable housing. Periodically, City <br />staff requires professional consulting services to ensure compliance with <br />all federal regulations and procedures respecting these grant programs. <br />For the past eight years, Mike Linares, Inc. has provided consulting <br />services on federal grant programs to the City of Santa Ana. The <br />services provided include preparation of annual reports such as the <br />Consolidated Annual Performance and Evaluation Report and the <br />Consolidated Plan Annual Update. He also provides program design <br />assistance to ensure compliance with federal regulations and technical <br />assistance on utilization of HUD's electronic system for committing and <br />disbursing grant funds. <br />Under the proposed contract, Mike Linares, Inc. will work on an hourly <br />basis as needed and as requested by the Deputy City Manager for <br />Development Services/Community Development Agency. The scope of work may <br />include, but will not be limited to, design of programs funded by federal <br />grants, preparation of periodic reports, responding to staff questions on <br />compliance with HUD regulations, and utilization of HUD's electronic <br />25Q-1 <br />
