The intent of the service is to protect property, provide a safe and orderly environment within City buildings and adjacent areas, as well as assist the public when conducting business with the City. A Request for Proposals was advertised on September 18 and 20, 2006, and proposals were solicited. A summary of the proposals requested and received is as follows: 14 Request for Proposals mailed 1 Request for Proposal mailed to Santa Ana vendor 3 Proposals received 1 Proposal received from a Santa Ana vendor Proposals were received, opened on October 3, 2006, and evaluated (Exhibit 1). The proposals were evaluated in five areas covering corporate history, experience of the management handling the security guards, the qualification of security guard selection, the clarity and details of the submitted proposal and the pricing. The proposal from Securitas Security Services USA, Inc. received the highest rating average of 92 percent and is responsive to the specifications and meets the City's requirements. 25T-1
