REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2006 <br />TITLE: <br />AGREEMENT WITH MILLENNIUM Ar.ARM <br />SYSTEMS, FOR AT.ARM AND SECURITY <br />SYSTEM SERVICES AT MAINPLACE <br />MALL. 2005 BUFFER ZONE <br />PROTECTION PROGRAM <br />CITY NAGER ~ <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1s1 Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to approve an agreement with Millennium Alarm Systems <br />to provide additional security cameras and supporting infrastructure at <br />the Main Place Mall in an amount not to exceed $37,648. <br />DISCUSSION <br />The Governor's Office of Homeland Security is distributing federal funding <br />to local governments under the 2005 Buffer Zone Protection Program (BZPP) <br />in the amount of $1,085,810. Funding in the amount of $47,287.50 has been <br />awarded to the City of Santa Ana to secure mitigation measures outlined for <br />the Westfield Main Place Mall. This funding is to be used for the costs of <br />equipment related to enhancing the protection of this identified Critical <br />Infrastructure and Key Resources. Main Place Mall is considered to be a <br />potential terrorist target that has been determined to be of national level <br />importance in the areas of public health and safety, economic and national <br />security, and public confidence. <br />Under the BZPP, the Santa Ana <br />Vulnerability Reduction Purchasing <br />which has been approved by the GovE <br />the Federal Department of Homeland <br />used to purchase equipment from the <br />Authorized Equipment List. <br />Police Department has prepared a <br />Plan (VRPP) for the identified site, <br />~rnor's Office of Homeland Security and <br />Security.
