REQUEST FOR COUNCIL ACTION CITY COUNCIL MEETING DATE: NOVEMBER 20, 2006 TITLE: AGREEMENT WITH MILLENNIUM Ar.ARM SYSTEMS, FOR AT.ARM AND SECURITY SYSTEM SERVICES AT MAINPLACE MALL. 2005 BUFFER ZONE PROTECTION PROGRAM CITY NAGER ~ RECOMMENDED ACTION CLERK OF COUNCIL USE ONLY: APPROVED ^ As Recommended ^ As Amended ^ Ordinance on 1s1 Reading ^ Ordinance on 2"d Reading ^ Implementing Resolution ^ Set Public Hearing For CONTINUED TO FILE NUMBER Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to approve an agreement with Millennium Alarm Systems to provide additional security cameras and supporting infrastructure at the Main Place Mall in an amount not to exceed $37,648. DISCUSSION The Governor's Office of Homeland Security is distributing federal funding to local governments under the 2005 Buffer Zone Protection Program (BZPP) in the amount of $1,085,810. Funding in the amount of $47,287.50 has been awarded to the City of Santa Ana to secure mitigation measures outlined for the Westfield Main Place Mall. This funding is to be used for the costs of equipment related to enhancing the protection of this identified Critical Infrastructure and Key Resources. Main Place Mall is considered to be a potential terrorist target that has been determined to be of national level importance in the areas of public health and safety, economic and national security, and public confidence. Under the BZPP, the Santa Ana Vulnerability Reduction Purchasing which has been approved by the GovE the Federal Department of Homeland used to purchase equipment from the Authorized Equipment List. Police Department has prepared a Plan (VRPP) for the identified site, ~rnor's Office of Homeland Security and Security. This grant funding is to be Department of Homeland Security's 2005 25V-1
