<br />Mr. Somerville is a registered civil
<br />engineer with more than 20 years of
<br />experience in the geometric design
<br />of roadways, storm drains, sewers
<br />and water lines, pavements, on-site
<br />facilities relating to grading and
<br />drainage, hydrology and hydraulics,
<br />traffic patterns, street lighting
<br />systems and traffic signals, and
<br />parking layouts. His experience also
<br />includes production of feasibility
<br />studies, plans, specifications and
<br />estimates, computer aided design
<br />in AutoCAD and Microstation,
<br />preparation of right-of way maps,
<br />acquiring permits to enter and
<br />construct, preparation of stage
<br />construction plans, and construction
<br />support services which includes
<br />field engineering; RFI and submittal
<br />review, and claims analysis. Mr.
<br />Somerville began his career with
<br />the City of Fullerton in 1986.
<br />While working full time at the City
<br />he completed his education at
<br />CSULB during the evenings. His
<br />work for the City has enabled him
<br />to understand agency processes,
<br />project finance, and needs analysis
<br />as well as technical and contractual
<br />requirements in the design and
<br />construction of civil projects.

<br />working as an extension of city staff
<br />to provide engineering services
<br />in support of the City's capital
<br />improvement program. Projects have
<br />an estimated construction value of
<br />$6 million and have included First
<br />Street rehabilitation; traffic controls
<br />plans for Bristol and McFadden;
<br />new Horizons Neighborhood
<br />rehabilitation; studies, evaluation,
<br />and reports for several projects
<br />throughout the city; and building
<br />improvements at Thornton Park.
<br />City of Santa Ana On-Call Engineering and Landscaping Design Services - 2006
<br />Capital improvement Program,
<br />City of Tustin, GA: Project manager
<br />working as an extension of City
<br />staff, providing management to
<br />oversee and facilitate the CIP
<br />projects, including the Annual
<br />Major Maintenance Program,
<br />arterial street rehabilitation projects,
<br />and streetscape enhancements.
<br />Coordinated issues in all phases
<br />including environmental, R/W, design
<br />and construction. Responsible for
<br />approval of consultant invoices,
<br />preparation of Council agenda
<br />items, and preparing Caltrans E-76
<br />funding packages.
<br />As-Needed Engineering Services,
<br />City of Long Beach,~CA: Project '
<br />manager for this three-year as-
<br />needed contract for the City to assist
<br />all departments in their Capital
<br />Improvement Program. Work entailed
<br />a full constructibility and bid review
<br />of the PS&E package for the runway
<br />overlay and taxiway reconstruction
<br />at the airport. Additional work
<br />efforts included residential street
<br />reconstruction, arterial street
<br />rehabilitation, and developing
<br />parking and entrance alternatives to
<br />a new park along with traffic signal
<br />design.
<br />Fairway/Walnut Avenue
<br />Intersection Improvements, City of
<br />Industry, CA: Project manager for
<br />this $2.5 million widening of Fairway
<br />Avenue at the Walnut Avenue and
<br />SR-60 on/off ramp intersections,
<br />located within the City of Industry's
<br />and Caltrans' right of way. Walnut
<br />will also be widened to provide
<br />additional capacity. Detailed traffic
<br />analysis was provided to determine
<br />appropriate lane configurations.
<br />Design included the evaluation of
<br />geometric alternatives, coordination
<br />with utility companies, materials
<br />testing, traffic signals and ramp
<br />meters, construction staging, traffic
<br />signing and striping, storm drain
<br />modifications, private property
<br />restoration.

<br />Intersection Widening, City of
<br />Brea, CA: Project manager for this
<br />$1.2 million project to widen two
<br />major arterial highway intersections
<br />that included preliminary and
<br />final design PS&E to provide
<br />additional left and right turn lanes,
<br />masonry retaining walls with sound
<br />walls, storm drain, geotechnical
<br />investigations, landscaping
<br />improvements, and signal
<br />modifications. Provided third party
<br />coordination with utility companies,
<br />impacted residents, and OCTA.

<br />Enhancement, Long Beach, CA:
<br />Project manager involved in PS&E
<br />preparation fora $10 million segment
<br />of this program that includes
<br />residential street reconstruction,
<br />installation or full replacement of
<br />curb and gutter, rehabilitation of
<br />arterial highways, refurbishment
<br />of existing landscaped median
<br />islands, and construction of new
<br />landscaped median islands. Mr.
<br />Somerville was responsible for
<br />presenting the project in detail at
<br />public informational and project area
<br />committee board meetings. The
<br />project value was $8.5 million.
<br />Brea Canyon Road Grade
<br />Separation Project, Alameda
<br />Corridor-East, City of Industry,
<br />CA: Project manager involved
<br />in PS&E preparation for the $30
<br />million Brea Canyon Road Grade
<br />Separation project, taking the lead in
<br />the civil design elements, including
<br />roadway, drainage, sewer, and
<br />utility relocations. Also responsible
<br />for the overall coordination efforts
<br />with Union Pacific SCRRA, as well
<br />as local utilities and agencies.
<br />Responsible for extensive
<br />coordination with numerous utilities,
<br />including MWD, whose main feeder
<br />line will require relocation.
