<br />INITIAL STRATEGY IMPLEMENTATION PLAN (ISIP) AND <br />BIANNUAL STRATEGY IMPLEMENTATION REPORT (BSIR) <br /> <br />ODP will provide a new web application for submission of the ISIP and BSIR. This web <br />application will replace the prevision submission method using ISIP Excel Templates. <br />All reports must be completed and submitted to ODP electronically using the web <br />application, All information submitted to ODP through these reports is considered to be <br />dynamic, Each report submitted will be stored as a historical record of that submission. <br />Updates will be made during subsequent submissions, It is therefore critical that each <br />report submitted be comprehensive and include a thorough update of all information <br />requested, All reports must be transmitted via the web in accordance with ODP- <br />scheduled submission deadlines, The URL to the new web application is <br />https://www,reportinq,odp,dhs.oov/qrants, <br /> <br />A. Initial Strategy Implementation Plan <br /> <br />For this grant process, applicants are not required to provide budget detail worksheets <br />with their application. However, grantees will be required to submit an ISIP to ODP via <br />the web application no later than 60 days after the grant award date, The ISIP is a <br />detailed report of the planned activities associated with ODP grant funding, The ISIP <br />will provide a complete account of how the state has complied with the requirement to <br />pass through 80% of all funds to local jurisdictions, and will also demonstrate how the <br />planned expenditure of grant funds at both the local and state levels will support the <br />goals and objectives outlined in the State Homeland Security Strategy, This will be <br />completed through the specific identification of a project or projects to be accomplished <br />by each subgrantee and by the state with funds provided during the grant award period. <br />All funds provided must be linked to one or more projects, which in turn must support <br />specific goals or objectives in the State or Urban Area Homeland Security Strategy, <br />States are reminded to keep a record of subgrantee budget worksheets and must make <br />them available for DHS review upon request. <br /> <br />This report must be completed for all funds retained by the state and for each <br />subgrantee, whether it is a local jurisdiction, other state agencies, or federally- <br />recognized tribal nations. Allocation of all financial resources provided through the <br />FY05 HSGP must be used to fund the critical resource gaps identified by the local and <br />state homeland security assessments and to accomplish the goals and objectives laid <br />out in the State or Urban Area Homeland Security Strategy. To that end, it is imperative <br />that the state communicate the goals and objectives laid out in the State Homeland <br />Security Strategy to local jurisdictions to ensure an appropriate understanding of how <br />funds must be expended under this grant. Because states' ISIP submissions reflect <br />expected expenditures, states may not update ISIP submission after ODP approval. All <br />changes in expenditures will be subsequently reflected in the BSIR. <br /> <br />D-I <br />
