<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />For example, a state's program objective for exercises may include those conducted <br />by counties or municipalities as well as those conducted by the state. <br /> <br />EMPG Budaet and Budaet Narrative <br /> <br />Additionally, all EMPG award recipients are required to submit a budget and <br />budget narrative addressing EMPG related costs and expenses, as a part of the <br />HSGP application. This budget narrative should be brief and should serve to: <br />(1) explain how the costs were estimated, (2) justify the need for the costs, and <br />(3) outline how the match requirement of the grant program will be met. For <br />clarification purposes, the narrative should include tables describing cost and <br />expense elements (e.g. equipment list with unit costs/quantity). OOP <br />Preparedness Officers can provide additional guidance on the development of <br />this narrative. <br /> <br />5. For newlv identified UASI urban areas: <br /> <br />. Identify Points of Contact. The SM must designate a specific point(s) of <br />contact (POC) to work with OOP and the designated urban area(s) on the <br />implementation of the FY05 UASI. The SM POC(s) is then responsible for <br />working through the Mayor/Chief Executive Officer (CEO) of each urban area's <br />core city(ies) and associated core county(ies) to identify a POC for each <br />responsible jurisdiction, This information must be provided to OOP along with <br />the grant application, <br /> <br />. Define the Urban Area. In coordination with the urban area's Core City POC(s) <br />and the Core County(ies) POC(s), the SM POC must fully define the urban <br />area, as it will apply to FY05 UASI. Specifically, the geographical borders of <br />what constitutes the urban area-including any possible contiguous jurisdictions <br />and mutual aid partners-must be drawn, and all participating jurisdictions within <br />the border identified, In defining the urban area, the SM POC is required to <br />coordinate and receive input from the core city and core county/counties. The <br />definition of the urban area is limited to jurisdictions contiguous to the core city <br />and county/counties, or with which the core city or county/counties have <br />established formal mutual aid agreements; a core county is defined as the county <br />within which the core city is geographically located. States may request a waiver <br />for this limitation for regions previously established by Executive Order, law or <br />compact. For the purposes of the FY05 UASI, the Washington, O.C, urban area <br />will consist of the NCR as set forth in Title 10 USC, Sec, 2674(f)(2). <br /> <br />. Establish the Urban Area Working Group (UAWG). The SM POC must work <br />through the Mayor/CEOs from all other local jurisdictions within the defined urban <br />area to identify POCs from these jurisdictions to serve on the UAWG. The <br />UAWG will be responsible for coordinating development and implementation of <br />all program initiatives, including the urban area strategy development, the <br />methodology for the allocation of funds (in coordination with the SM), and any <br />direct services that are delivered by OOP.
