<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERS(ON 2.0, 12-22-2004 <br /> <br />regional preparedness efforts,7 State and Urban Area Homeland Security Strategies <br />will continue to serve as an overarching guide to homeland security efforts. States are <br />strongly encouraged to employ regional approaches to planning and preparedness and <br />to adopt regional response structures whenever appropriate to meet the needs <br />identified through the assessments and in the state's homeland security strategy. <br />Furthermore, DHS intends to guide state and local security and preparedness efforts <br />toward a project-oriented process to address common measurable objectives. Security <br />and preparedness officials at all levels should seek opportunities to leverage funding <br />from multiple sources whenever possible and not restrict their activities to federal <br />funding alone, <br /> <br />T bl 6 FY05 HSGP P ms <br /> <br />. <br />FY05 HSGP Program Overview <br />Program <br /> <br />State Homeland <br />Security Program <br />(SHSP) <br /> <br />Urban Areas <br />Security Initiative <br />(UASI) <br /> <br />Law Enforcement <br />Terrorism <br />Prevention <br />Program (LETPP) <br /> <br />SHSP provides financial assistance directly to each of the states and territories to <br />prevent, respond to, and recover from acts of terrorism. SHSP supports the <br />implementation of the State Homeland Security Strategy to address the identified <br />planning, equipment, training, and exercise needs. In addition, SHSP supports <br />the implementation of NIMS, Homeland Security Presidential Directive (HSPD) 8: <br />National Preparedness, and the National Response Plan (NRP). SHSP is further <br />detailed in Section VI of this program guidance. <br /> <br />UASI provides financial assistance to address the unique planning, equipment, <br />training, and exercise needs of high risk urban areas, and to assist them in <br />building 'an enhanced and sustainable capacity to prevent, respond to, and <br />recover from threats or acts of terrorism. Aliowable costs for the urban areas <br />comport with the FY05 SHSP, and funding is expended based on the Urban Area <br />Homeland Security Strategies, This funding will be provided to identified urban <br />areas through the SMs. Funds under FY05 UASI are also availabie to protect <br />nonprofit organizations located within designated urban areas. UASI is further <br />detailed in Section VII of this program guidance. <br /> <br />LETPP will provide iaw enforcement communities with funds to support the <br />foliowing prevention activities: information sharing to preempt terrorist attacks; <br />target hardening to reduce vulnerability of selected high value targets; recognition <br />and mapping of potential or developing threats; counterterrorism and security <br />planning: interoperable communications: and, interdiction ot terrorists before they <br />can execute a threat or intervention activities that prevent terrorists from executing <br />a threat. These funds may be used for planning, organization, training, exercises, <br />and equipment, and will be administered by the respective SM.
