<br />FY05 HOMELANO SECURITY GRANT PROGRAM - VERSION 2.0, 12.22.2004 <br /> <br />community. States may wish to leverage pre-established working groups, such as the <br />State Joint Advisory Committee that are mandated under the CDC and HRSA <br />cooperative agreements. <br /> <br />In FY06, as part of the ongoing HSPD-8 implementation, DHS and HHS will look to <br />states to further strengthen the coordination among state agencies responsible for <br />administering federal preparedness grants. <br /> <br />States must also coordinate the planning and implementation of all programs working to <br />achieve the goals outlined in the State Homeland Security Strategy with all pertinent <br />emergency responder disciplines at the state, local, and tribal level, including public <br />health, transit, and port authorities. <br /> <br />Citizen Coordination. SAAs must coordinate state and UASI citizen awareness and <br />participation activities with those state agencies currently responsible for the <br />administration of Citizen Corps activities. A listing of current state Citizen Corps POCs <br />is located at http://www.citizencorps.aov/councils/ and clicking on "State Citizen Corps <br />POC List." In support of the goals and objectives outlined in the current homeland <br />security strategies and as strategies are revised, states must include an integrated <br />approach to engaging citizens in preparedness, training, exercises, and volunteer <br />support for emergency responders through Citizen Corps Councils. States are <br />encouraged to fully leverage HSGP resources to accomplish this goal. <br /> <br />Private Sector Coordination. Grantees are encouraged to collaborate with the private <br />sector to leverage private sector initiatives, resources, and capabilities, Since critical <br />infrastructure is often privately-owned and operated, enhancing public/private <br />partnerships will help identify and advocate opportunities for coordination. <br /> <br />Federal Fiscal Support and Oversiaht <br />The Office of Justice Programs' (OJP) Office of the Comptroller (OC) will continue to <br />provide fiscal support and oversight of the grant programs included in this solicitation. <br />All grant and sub-grant recipients should refer to the OJP Financial Guide, available at <br />http://www,oip,usdoi.aov/FinGuide/. DHS will be establishing its own Office of Grant <br />Operations (OGO) within ODP during FY05 and details on the transition of fiscal support <br />and oversight of the grant programs will be forthcoming. <br /> <br />Freedom of Information Act (FOIAI <br />ODP recognizes that much of the information submitted in the course of applying for <br />funding under this program, or provided in the course of its grant management activities, <br />may be considered law enforcement sensitive or otherwise important to national <br />security interests. This may include threat, risk, and needs assessment information, <br />and discussions of demographics, transportation, public works, and industrial and public <br />health infrastructures. While this information under federal control is subject to requests <br />made pursuant to the Freedom of Information Act, 5. U.S.C. 9552, all determinations <br />concerning the release of information of this nature are made on a case-by-case basis <br />by the DHS FOIA Office, and may likely fall within one or more of the available <br />exemptions under the Act.
