<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />. EMPG: The state EMA may use up to 3% of the state's EMPG allocation for <br />M&A purposes. If the SM is not the EMA, the SM is not eligible to retain funds <br />for M&A. In addition, local jurisdiction subgrantees may retain and use up to <br />2.5% of their subawardfrom the state for local M&A purposes. <br /> <br />Operational Costs Guidance <br />States and urban areas may use FY05 UASI and LETPP funds to support select <br />operational activities, No more than 25% of the gross amount of the UASI and LETPP <br />awards may be used for operational expenses and overtime costs for the three (3) <br />operational activities noted below, <br /> <br />1, States and local jurisdictions may use FY05 UASI and LETPP funds to support <br />operational overtime costs associated with increased security measures at critical <br />infrastructure sites during periods of heightened alert. <br /> <br />UASI: States and local jurisdictions may use up to 25% of FY05 UASI funds to <br />support select operational overtime costs associated with increased security <br />measures at critical infrastructure sites in UASI jurisdictions. <br /> <br />. Of this amount, up to 10% of FY05 UASI funds may be used to support <br />operational overtime costs incurred at Code Yellow or Orange that are <br />associated with increased security measures at critical infrastructure sites in <br />UASI jurisdictions. <br /> <br />. The remaining 15% of FY05 UASI funds may be used to support operational <br />overtime costs incurred only at Code Orange that are associated with <br />increased security measures at critical infrastructure sites in UASI <br />jurisdictions. <br /> <br />This guidance also applies to operational overtime costs incurred at National <br />Special Security Events (NSSEs) in UASI jurisdictions, as designated by the <br />Secretary of Homeland Security. <br /> <br />States with UASI jurisdictions can use UASI funds retained at the state level to <br />reimburse eligible operational overtime expenses incurred by the state (up to a <br />maximum of 25% of the state share of the UASI grant). However, those activities <br />must directly support increased security measures enacted in the UASI <br />jurisdictions. States should be judicious in the use of federal grant funds when <br />protecting critical infrastructure and should leverage public/private partnerships, <br />States should also consider the use of private assets in the protection of private <br />facilities. <br /> <br />LETPP: States and local jurisdictions may use up to 25% of FY05 LETPP funds <br />to support operational overtime costs incurred at Code Orange alert that are <br />associated with increased security measures at critical infrastructure sites. <br /> <br />DEPARTMENT OF HOMELAND SECURITY I OFFICE FOR DOMESTIC PREPAREDNESS <br />26 <br /> <br />
