<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERS(ON 2.0.12-22-2004 <br /> <br />Overtime. Backfill. and Hirina Guidance <br />The following are definitions for the terms "hiring", "overtime", and "backfill" as used in <br />this solicitation and regarding HSGP allowable costs for planning, organizational, <br />training, exercise, and management and administrative activities. Grantees should be <br />aware that all non-supplanting rules apply to this section. <br /> <br />Overtime, Expenses incurred by those personnel who, as a result of ODP-approved <br />activities, are performing over and above their normal, scheduled work hours or work <br />week. <br /> <br />Backfill (also called Overtime as Backfill). Expenses incurred by those personnel who <br />are working over and above their normal, scheduled work hours, or work week, in order <br />to perform the duties of other personnel who are temporarily assigned to ODP-approved <br />activities outside their core responsibilities. The OJP OC does not distinguish between <br />Overtime and Overtime as Backfill - they are both viewed as overtime regardless of <br />whether the individual has performed more hours in their normally assigned place of <br />duty or if the overtime accrued as a result of being re-assigned to a different place of <br />duty. Overtime and backfill do not result in an increase of full-time employees (FTEs). <br /> <br />Hiring. Hiring new personnel to undertake allowable ODP program activities, This may <br />also include expenses incurred where new personnel are hired to fulfill functions and <br />duties as a result of other existing personnel being reassigned full-time to perform ODp. <br />approved activities. In either case, this will result in an increase of FTEs, but cannot <br />result in an increase in the number of FTE positions performing normal operational <br />duties. <br /> <br />Grantees are permitted to hire or laterally move existing public safety officers to new <br />positions that support HSGP program activities that are allowable under FY05 HSGP <br />program guidance, In the case of lateral transfers. grant funds may be used to support <br />only those positions that are allowable under FY05 HSGP program guidance; all non- <br />supplanting rules apply. Grant funds may not be used to support the hiring of sworn <br />public safety officers for the purposes of fulfilling traditional public safety duties or to <br />supplant traditional public safety positions and responsibilities. <br /> <br />Positions created and/or funded through ODP grants may continue to be supported with <br />future year funding provided that the position is dedicated to the same or similar <br />purposes allowable under applicable ODP program guidance. <br /> <br />Information Technoloav Guidance <br />Extensible Markup Language (XML) Requirements. XML is a computer <br />programming language designed to transmit both data and the meaning of the data. <br />The XML specification defines a standard way to add markup language to documents, <br />identifying the embedded structures in a consistent way. By applying a consistent <br />identification structure, data can be shared between different systems, up and down the <br />levels of agencies, across the nation, and around the world, with the ease of using the <br />Internet.
