<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />State and local NRP Implementation <br />As part of the NRP implementation, state, territorial, local, and tribal governments and <br />non-governmental organizations (NGOs) are requested to: <br />. Utilize established incident reporting protocols to notify local and regional JTTFs <br />and the Homeland Security Operations Center (HSOC), as appropriate <br />. Coordinate with the HSOC regarding procedures for establishing connectivity for <br />domestic incident management purposes. Local government procedures should <br />be coordinated with the respective state government and/or EMA <br />. Modify existing incident management and EOPs within 120 days (or no later than <br />the next major plan maintenance cycle) to ensure proper alignment with NRP <br />coordinating structures, processes, and protocols. <br /> <br />F. Institutionalizing Awareness Training <br /> <br />In an effort to meet the needs of emergency responders who require awareness-level <br />CBRNE training, ODP has developed a standardized CBRNE awareness training <br />program that supports state and local efforts to institutionalize CBRNE awareness <br />training. The goal of this program is to provide states and urban areas with a <br />mechanism for delivery and sustainment of CBRNE awareness training for all <br />emergency response disciplines included in their strategies, including but not limited to: <br />emergency management, emergency medical service, fire service, government <br />administrative, hazardous materials, health care, law enforcement, public <br />communications, public health, and public works. The standardized awareness <br />curriculum covers basic awareness level training; prevention and deterrence of <br />terrorism; chemical and biological weapons agents; radiological and nuclear materials <br />and explosive devices; and response actions. <br /> <br />The program relies on a train-the-trainer approach to maximize the program's reach and <br />facilitate ongoing efforts to incorporate CBRNE Standardized Awareness Authorized <br />Trainer (SAAT) into state and local training programs. Trainers designated by states <br />and urban areas will participate in a 12-hour National CBRNE SAAT Train-the-Trainer <br />course taught by members of the National Domestic Preparedness Consortium (NDPC). <br />Graduates of that program will then be certified to deliver the six-hour National CBRNE <br />Standardized Awareness course to personnel within their state and local jurisdiction. <br />The expectation is that this program will build a core cadre of instructors who will carry <br />out this training on an ongoing basis within their state and local jurisdiction. Overtime <br />and backfill costs associated with training deliveries will be eligible for reimbursement <br />under the SHSP and the UASI Programs. ODP will support Authorized Trainers with <br />course materials and program updates as necessary. <br /> <br />The National CBRNE Standardized Awareness Program has fully met the requirements <br />of the ODP Course Development and Review Process and will be referenced in the <br /> <br />DEPARTMENT OF HOMELAND SECUR(TY I OFFICE FOR DOMESTIC PREPAREDNESS <br /> <br />54 <br /> <br />
