<br />FY05 HOMELAND SECUR(TY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />VI. STATE HOMELAND SECURITY PROGRAM <br /> <br />A. Program Overview <br /> <br />The FY05 SHSP provides funds to enhance the capability of state and local units of <br />government to prevent, deter, respond to, and recover from incidents of terrorism <br />involving the use of CBRNE weapons and cyber attacks. These funds support costs <br />related to: <br /> <br />. Homeland security and emergency operations planning activities <br />. Purchase of specialized equipment <br />. Costs related to the design, development, and conduct of statewide CBRNE and <br />cyber security training programs and attendance at ODP-approved courses <br />. Design, development, conduct, and evaluation of CBRNE and cyber security <br />exercises <br />. M&A costs associated with implementing the State Homeland Security Strategy <br />and managing SHSP, <br /> <br />For those states and local units of government that have addressed agricultural and/or <br />food security preparedness as a primary concern in their strategies, the FY05 SHSP <br />also provides funds in the same broad categories of planning, equipment, training, and <br />exercises, as well as agriculture-specific equipment that could be utilized to address <br />specific gaps in prevention, response, and recovery within the agriculture sector. <br /> <br />SHSP further provides the opportunity to enhance regional preparedness efforts. <br />States are encouraged to employ regional approaches to planning and preparedness <br />and to adopt regional response structures whenever appropriate to meet the needs <br />identified through the assessments and in the urban area strategy, Furthermore, ODP <br />intends to guide state and urban area security and preparedness efforts toward a <br />project-oriented process to address common, measurable objectives. <br /> <br />Finally, homeland security officials at all levels should seek opportunities to leverage <br />funding from multiple sources whenever possible and not restrict their activities to <br />federal funding alone. <br /> <br />B.
