<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />the FY05 UASI Program. In administering the program, the SAA must comply with the <br />following requirements: <br /> <br />Existina UASI Urban Areas <br />For urban areas previously identified in the FY03 or FY04 UASI Programs, the SAA <br />must comply with the following requirements: <br /> <br />1. Urban Area Homeland Security Strategy. Urban areas must utilize their existing <br />Urban Area Homeland Security Strategy as the basis for allocating funds to the <br />prioritized needs outlined in their goals and objectives in enhancing and refining their <br />preparedness efforts. There must be a clear correlation between the issues <br />identified in the Urban Area Homeland Security Strategy and FY05 UASI activities. <br />The Urban Area Homeland Security Strategy must also be consistent with and <br />supportive of the State Homeland Security Strategy, The state and urban area <br />strategies are not spending plans for the UASI grant funds; rather the strategies <br />should articulate an overall vision for preparedness in the state or urban area, and <br />layout specific goals and objectives which, if achieved, will enable realization of that <br />vision. <br /> <br />Additionally, the state, core city, core county and other urban area jurisdictions <br />should work together to leverage all available funding sources throughout the <br />implementation of their strategy. ISIP and BSIR requirements will document this <br />correlation. <br /> <br />2. Allocation of Funds. At a minimum, the core city(ies) and core county(ies), and the <br />SAA must provide written concurrence on the allocation of funds provided through <br />the FY05 UASI Program, Verification of this concurrence must be submitted to ODP <br />along with the ISIP, which is due 60 days after the grant award date, <br /> <br />3, Redefining existing urban areas. In coordination with the Urban Area Core <br />City(ies) pac and the Core County(ies) pac, the SAA POC may redefine the <br />geographic boundaries of the urban area, as it will apply to the FY05 UASI Program. <br /> <br />. In redefining the urban area geographic boundaries, the SAA pac is reauired <br />to coordinate and receive input from the core city(ies) and core county(ies) <br />. The definition of the urban area is still limited to jurisdictions contiguous to the <br />core city(ies) and core county(ies), or with which the core city(ies) or core <br />county(ies) have established formal mutual aid agreements <br />. For the purposes of the FY05 UASI, the state may request a waiver to define <br />urban areas using regions previously established by Executive Order, law or <br />compact <br />. If the urban area is expanded to include additional jurisdictions, those <br />additional jurisdictions are eligible for, but not entitled to, receipt of funding <br />through the program. All FY05 UASI budget allocations must still support the <br />Urban Area Homeland Security Strategy and will still require concurrence <br />from the core city(ies), core county(ies), and SAA <br /> <br />DEPARTMENT OF HOMELAND SECURITY I OFF(CE FOR DOMESTIC PREPAREDNESS <br /> <br />70 <br /> <br />
