<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />o National Guard deployments to protect critical infrastructure sites, including all <br />resources that are part of the standard National Guard deployment package <br />o Increased border security activities in coordination with CBP, <br /> <br />Consumable costs, such as fuel expenses, are not allowed except as part of <br />the standard National Guard deployment package, <br /> <br />2. Overtime costs are also allowable for personnel to participate in information, <br />investigative, and intelligence sharing activities specifically related to homeland <br />security, This includes activities such as anti-terrorism task forces, JTTF, Area <br />Maritime Security Committees (as required by the Maritime Transportation Security <br />Act of 2002), and TEW groups. <br /> <br />3. Hiring of contractors/consultants for participation in information/intelligence sharing <br />groups or intelligence fusion centers. <br /> <br />Funding may not be used to supplant ongoing, routine public safety activities of state <br />and local law enforcement, and may not be used to hire staff for operational activities or <br />backfill. <br /> <br />Eauipment <br />LETPP funds may be used for specialized equipment acquisition from select equipment <br />categories listed in the FY05 ODP AEL, The FY05 AEL is available in its entirety online <br />through the RKB at httD://www.rkb.miDtora. For more information on allowable <br />equipment categories, please refer to Appendix A: Authorized Program Expenditures. <br /> <br />Trainina <br />LETPP funds may be used for a range of law enforcement terrorism prevention related <br />training activities to enhance the capabilities of state and local personnel, including the <br />following: <br /> <br />. Training courses on building information sharing capacities <br />. Training that includes methods of target hardening <br />. Training for facility security personnel <br />. Training for vessel and port law enforcement security personnel recognition of <br />CBRNE threats <br />. NIMS training <br />. Weaponization of CBRNE agents <br />. History of terrorism and social environments contributing to threats <br />. Surveillance and counter-surveillance techniques <br />. Identifying/assessing critical infrastructure assets, vulnerabilities, and threats <br />. Intelligence analysis <br />. Cyber security protective measures training <br />. Multi-cultural training for undercover operations <br />. Language training <br />. Joint training with other homeland security entities (U,S.
