<br />CITY OF SANTA ANA <br />CITY COUNCIL COMMITTEE ON <br />TECHNOLOGY <br /> <br />Minutes of Regular Meeting <br />August9,2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting convened at 5:52 p.m. in Room 831, 20 Civic Center Plaza, Santa Ana, <br />California <br /> <br />ATTENDANCE <br /> <br />City Council Committee members present: Claudia Alvarez, Carlos Bustamante, <br />Lisa Bist <br /> <br />Staff members present: David Ream, City Manager; Steve Harding, Deputy City <br />Manager for Development Services; Francisco Gutierrez, Finance Director; Ben <br />Kaufman, Chief Assistant City Attorney; Alma Flores, Senior Management Assistant, <br />City Manager's Office; Gerardo Mouet, Executive Director, Parks and Recreation; Rob <br />Richard, Library Director; Pam Arends-King, Assistant Director of Finance; Christine <br />Calderon, Treasurer; Linda Summers, Economic Development Manager; Mike <br />Lewellen, Police Technology and Support Administrator; Tom Gergen, Information <br />Services Manager. <br /> <br />AGENDA ITEMS <br /> <br />Approval of Minutes for Meeting of July 12, 2006 (Bist, Bustamante) <br /> <br />ATS Cellular Tower Consultant Agreement Update <br />Steve Harding introduced Tony Ingegneri, President and CEO of ATS Communications <br />to discuss the current status of the City's cellular tower agreement. Mr. Ingegneri <br />informed the Committee that evaluation of current towers, likelihood of potential new <br />sites, and thorough site analyses have been completed and distributed to the wireless <br />carrier companies. Thus far, nine sites have been selected by wireless carriers for <br />cellular towers and are at various points of securing lease agreements. The lease rate <br />for each of the nine towers is $2,400 a month for a 10 year term with three, five-year <br />renewal options. In addition, capital improvement projects are negotiated for each <br />specific site. It is expected that each site will generate $28,800 per year, plus an <br />additional $30,000 to $50,000 for the value of the capital improvement. Both <br />agreements for sites at Jerome and Madison Park are expected to be fully executed by <br />October 1st ATS Communications receives 20% of the lease fee and the consultant <br />does not receive any payment from the carriers. <br /> <br />Online Payments Discussion <br />Christine Calderon presented six separate proposals that included varying service <br />charge rates and credit card & ACH payment fees. After discussing and evaluating all <br />scenarios, Councilmember Bustamante motioned a recommendation to City Council <br />
