<br />CITY OF SANTA ANA <br />CITY COUNCIL COMMITTEE ON <br />TECHNOLOGY <br /> <br />Minutes of Regular Meeting <br />September 13, 2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting convened at 5:55 p.m. in Room 831, 20 Civic Center Plaza, Santa Ana, <br />California <br /> <br />ATTENDANCE <br /> <br />City Council Committee members present: Lisa Bist and Claudia Alvarez <br /> <br />Staff members present: David Ream, City Manager; Steve Harding, Deputy City <br />Manager for Development Services; Joe Fletcher, City Attorney; Alma Flores, Senior <br />Management Assistant, City Manager's Office; Gerardo Mouet, Executive Director, <br />Parks and Recreation; Robert Carroll, Senior Management Assistant, Parks and <br />Recreation; Rob Richard, Library Director; Pam Arends-King, Assistant Director of <br />Finance; and Tom Gergen, Information Services Manager. <br /> <br />AGENDA ITEMS <br /> <br />Approval of Minutes for Meeting of August 9,2006 (Alvarez, Bist) <br /> <br />Community Marketing Through Video Technology Update <br />Gerardo Mouet presented a summary of the revised proposals submitted by CCN and <br />Keycode as requested at the last meeting. CCN's revised proposal for 20 screens was <br />reduced by $559,000 to $381,000. CCN proposed 10 screens for $210,500. Keycode's <br />revised proposal for 20 screens remained at $484,000 and $240,500 for 10 screens. <br />Gerardo recommended CCN's proposal for 10 screens and commented that it would be <br />the more fiscally responsible choice given the funding restraints the City is facing. <br />CCN's 10 screen proposal, including a 15% contingency, falls within the funding staff <br />has identified as currently available for this project. All other proposals would rely on <br />funding that has not yet been secured. Gerardo noted that the evaluation committee <br />had given both vendors good ratings on quality of product and service. The main <br />distinction between both vendors was derived from a stylistic preference. Dave <br />commented that at the initial stages of this process, cost had not been regarded as a <br />significant factor, but in response to the Councilmember Bist's remarks regarding the <br />need for other priority projects requiring funding, cost was now a larger component of <br />staffs' recommendation. Council member Alvarez instructed staff to reassess funding <br />availability and present findings at the next meeting. <br /> <br />Anaheim WiFi Project Update <br />Alma reported that Anaheim currently has 130 monthly subscribers and approximately <br />400 occasional use subscribers since the City launched the WiFi project. EarthLink <br />provides users downloadable encryption software and reports no connectivity or legal <br />
