WORK STUDY SESSION <br /> <br />Ream then presented the FY 98-99 Capital Improvement Program (CIP) and staff`responded to <br />specific Councilmember questions regarding the Program and other City activities such as code <br />enforcement, abatement of abandoned vehicles, and joint uses of facilities and programming with <br />the School District. <br /> <br />Councilmember Moreno noted the City's streets were badly in need of repair and expressed <br />concern that insufficient funds had been budgeted for street and other infrastructure repairs. <br />Moreno requested an analysis of the last 10 years' C1P expenditures particularly street <br />improvements overall and neighborhood street repairs. <br /> <br />The City Manager summarized by noting several factors, such as an improving economy and <br />settlement of the Orange County bankruptcy claims, that portend a more favorable financial <br />picture for the City's future. Mayor Pulido thanked the Manager for his excellent budget <br />presentation. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Ed McKie opined that charging residents for hazardous waste clean-up in advance of the <br />provision of service violated Proposition 218's express prohibition against such fees and requested <br />this expenditure be appropriated from the General Fund. McKie reiterated a need for a street <br />light in his neighborhood and expressed frustration that no funds were budgeted in this category <br />for the coming year. <br /> <br />Ayyad Ghobrial reported children were gaining entry to the locked French Street elementary <br />school grounds on weekends and expressed a need for additional recreational facilities for kids. <br /> <br />Loyd Clifton representing the Service Employees International Union and the Orange County <br />Labor Council requested the Council adopt a resolution opposing Proposition 226, a voter <br />initiative that would require labor organizations to obtain permission from members before using <br />union dues or fees for political contributions. Councilmember McGuigan requested such a <br />resolution be brought to the Council at the May 4 meeting. Mayor Pulido indicated he had <br />already taken a stance against Proposition 226 and affirmed that his name might be used in <br />lobbying against the measure. <br /> <br />Desi Reyes expressed disappointment with the amount allocated to street improvements in the 98- <br />99 Capital Improvement Program and suggested a bond measure for street improvements be <br />submitted to the voters <br /> <br />Florence Leach asked what use was made by the Police Department of the Police Community <br />Room.
