REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 4, 2006 <br />TITLE: <br />AGREEMENT WITH COMMSYS, INC. <br />FOR CONNECTCIC SITE LICENSE <br />CI Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S1 Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with CommSys for the purchase <br />of ConnectCIC (CLETS) interface software and maintenance for a total <br />aggregate amount not to exceed $20,000. <br />DISCUSSION <br />The Police Department is currently implementing technology initiatives to <br />upgrade the Computer-Aided-Dispatch, the Jail Management, and Mobile <br />Booking systems. During the implementation of the Computer-Aided-Dispatch <br />System (CAD), CommSys was subcontracted by the CAD vendor to provide <br />software for access to the California Law Enforcement Telecommunications <br />System (CLETS). Consistency is necessary to maintain overall systems <br />integrity for accessing criminal and non-criminal information from local, <br />state and national databases. CommSys ConnectCIC software is the only <br />application capable of meeting these requirements. Through the purchase of <br />a site license, current and future technology initiatives requiring CLETS <br />communications will be covered without additional funding. <br />FISCAL IMPACT <br />Funds are available in the Police Information Systems, Other Contractual <br />Services Account (account no. 011-338-6291). <br />Pau M.
