Adopt a resolution authorizing the submittal of a grant application in <br />the amount of $1,000,000 for the California River Parkways Grant Program <br />for the Santa Ana River Enhancement Project. <br /> <br />2. Receive and file Negative Declaration for Environmental Review No. 2006- <br />170. <br /> <br />DISCUSSION <br /> <br />The California River Parkways Grant Program was established under the Water <br />Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002. <br />The program provides funds for recreational acquisition, restoration, <br />protection and development of river parkways. Approximately $32.5 million <br />is available to fund projects during this grant cycle. <br /> <br />On October 2, 2006, the City Council adopted a resolution authorizing the <br />Parks, Recreation and Community Services Agency to submit an application in <br />the amount of $1,000,000 to the California River Parkways Grant Program for <br />the Santa Ana River Enhancement Project. The State Resources Agency <br />requested modifications to the resolution, including language that <br />certifies that the Parks, Recreation and Community Services Agency will <br />have the resources to operate and maintain the project after completion. <br />In addition, this resolution authorizes the Executive Director of Parks, <br />Recreation and Communi ty Services to conduct negotiations, execute and <br />submit documents, including all agreements and agreement amendments. <br /> <br />The grant will fund the enhancement of five sites identified in the Santa <br />Ana River Vision Plan. The sites to be improved as part of this project <br />are: Edna Park, 17th Street Triangle, Fairview Triangle, McFadden Triangle, <br />and Edinger Equestrian area.
