Implementing the National Incident Management System (NIMS) <br />· Implementing HSPD (Homeland Secmity Presidential Directive) 8 <br />· Implementing the National Response Plan (NRP), including the <br />Catastrophic Incident Response Annex (CIRA) to the NRP <br />. Achieving tactical interoperable communications <br />· Institutionalizing awareness training <br />· Public awareness and citizcn participation <br /> <br />Section IV of the U.S. DHS Program Guidelines and Application Kit (v 2.0), <br />beginning on page 47, provides details on these National Initiatives. <br /> <br />On Page 41 ofDHS' Program Guidelines and Application Kit, it is <br />stated that it is allowable to redircct "public safety officers" from <br />their normal duties to HSGP 05 allowable activities. This appeared to <br />imply that non- "public safety officers", however, could not be redirected <br />from their normal duties to HSGP 05 allowable activities. That is not <br />the case. Since the release ofDHS' Program Guidelines and Application <br />Kit, ODP has confmned that both "public safety officers" and <br />"non-public safety officers" can be redirected from their normal duties <br />to allowable HSGP 05 activities. In doing so, however, DHS does caution <br />subgrantees to follow all non-supplanting requirements. <br /> <br />The federal DHS now allows up to 25% of the VASI and LETPP funds to be <br />used for certain operational expenses. See pages 26 and 72 of the U.S. DHS <br />Program Guidelines and Application Kit (v 2.0), for a full description of <br />allowable Operational costs. <br /> <br />Additionally, VASI and LETPP funding may be used for certain operational <br />costs in support of federal agencies for increased border secmity.
