<br />Attachment A <br /> <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br /> <br />IV. NATIONAL INITIATIVES <br /> <br />This section provides background information on key national preparedness initiatives <br />and priority focus areas that are new to the FY05 Homeland Security Grant Program. <br />Included in this section are discussions about HSPD-5: Management of Domestic <br />Incidents and HSPD-8: National Preparedness, which address the management of <br />domestic incidents and national preparedness, respectively. Also included are sections <br />on the National Response Plan. a new standardized awareness training initiative, <br />catastrophic incident response planning, and public awareness and citizen participation. <br />These new initiatives result in both additional programmatic requirements for grantees <br />as well as a broader range of allowable costs. Grantees are strongly encouraged to <br />pay close attention to the language in these sections in order to stay abreast of <br />significant initiatives being highlighted by DHS and to comply with associated <br />program requirements. <br /> <br />A. National Incident Management System <br /> <br />Issued on March 1, 2004, N IMS provides a consistent nationwide approach for federal, <br />state. territorial, tribal, and local governments to work effectively and efficiently together <br />to prepare for, prevent, respond to, and recover from domestic incidents, regardless of <br />cause, size, or complexity. <br /> <br />On September 8, 2004, Secretary Ridge issued a letter to governors outlining the <br />requirements for implementing the NIMS in FY05. (The letter is available on the NIC <br />website at http://www.fema.qov/nims/.) <br /> <br />The NIC is working with federal departments and agencies to ensure that they develop <br />a plan to adopt NIMS and that all FY05 federal preparedness assistance program <br />documents begin the process of addressing state, territorial, tribal, and local NIMS <br />implementation. All HSGP award recipients and their SAAs must coordinate with <br />other state agencies, tribal governments, and local jurisdictions to ensure NIMS <br />implementation. <br /> <br />Implementation of and compliance with NIMS is critical to ensuring full and robust <br />preparedness across our nation. HSPD-5 established ambitious deadlines for NIMS <br />adoption and implementation. FY05 is a start up year for NIMS implementation and full <br />compliance with the NIMS is not required for an applicant to receive FY05 grant funds. <br />Since FY05 is a critical year for initial NIMS adoption, awardees should start now by <br />prioritizing FY05 preparedness assistance (in accordance with the eligibility and <br />allowable uses of the grant) to facilitate its implementation. <br /> <br />Leveraaina HSGP Fundina <br />Grantees and subgrantees are encourage to leverage HSGP funding to support <br />planning for and implementation of NIMS.
