<br />iii. Performance based in-range step increase and/or <br /> <br /> <br />monetary incentive payment amounts for Middle <br /> <br /> <br />Management personnel shall require the approval of <br /> <br /> <br />the City Manager. <br /> <br /> <br />iv. The City Manager shall be responsible for the <br /> <br /> <br />development and administration of detailed <br /> <br /> <br />administrative procedures and guidelines for the <br /> <br /> <br />consistent and effective application of the management <br /> <br /> <br />performance-based evaluation system. Such <br /> <br /> <br />procedures and guidelines shall define how <br /> <br /> <br />performance objectives, measures and standards are <br /> <br /> <br />developed; when and how performance reviews are to <br /> <br /> <br />be carried out; how overall performance ratings will be <br /> <br /> <br />determined; and how performance based salary <br />increase and monetary incentive payment options are <br />to be exercised. <br />B. SAMAAdministrative Manaaement Classifications: The following conditions <br />shall govern salary advancement within 5-step rate ranges for employees <br />employed in SAMA Administrative Management classifications: <br />1. For any employee in an Administrative Management classification <br />covered by this Agreement who has been initially appointed to a step <br />lower than Step "E," advancement to the next higher step (Step "B" <br />from Step "A" or Step "C" from Step "B," etc.) may be granted only for <br />-21- <br />
