Adopt a resolution authorizing the submittal of a grant application <br />in the amount of $132,000 for the Recreational Trails Program under <br />the State of California Department of Parks and Recreation for the <br />enhancement of the Fairview Triangle. <br /> <br />2. Adopt a resolution authorizing the submittal of a grant application <br />in the amount of $176,000 for the Recreational Trails Program under <br />the State of California Department of Parks and Recreation for the <br />enhancement of the Raitt Street Bike Trail. <br /> <br />DISCUSSION <br /> <br />The Recreational Trails Program was established under the Transportation <br />Equity Act for the 21st Century and provides funds annually for <br />recreational trails and trail-related projects. Approximately $3.3 <br />million will be available this funding cycle for non-motorized projects. <br />The application requires a 12-percent match of non-state money. <br /> <br />On September 5, 2006, the City Council adopted resolutions authorizing <br />the Parks, Recreation and Cormnunity Services Agency to submit <br />applications totaling $308,000 to the California State Parks Recreational <br />Trails Program for the Fairview Triangle Restoration and the Raitt Street <br />Recreational Trail Improvement projects. The State Resources Agency <br />requested modifications to the resolutions, including language that <br />certifies that the Parks, Recreation and Cormnunity Services Agency has <br />reviewed, understands, and agrees to the general provisions contained in <br />the contract shown in their procedural guide. <br /> <br />The Fairview Triangle Project has been identified in the Santa Ana River <br />Vision Plan as an area of opportunity. The proposed project will convert <br />this area into a trail rest stop. Benches, a bike rack, and signage will <br />be installed at the site, and native landscaping will be planted. <br /> <br />558-1 <br />
