<br />BUSINESS CALENDAR <br /> <br />Motion: Declare the Office of Councilmember, Ward 1 Vacant <br /> <br />MOTION: Alvarez <br /> <br />SECOND: Tinajero <br /> <br />VOTE: <br /> <br />AYES: <br /> <br />Alvarez, Benavides, Bustamante, Martinez, <br />Tinajero (5) <br /> <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: Pulido, Solorio (2) <br /> <br />Council discussion on the filling of the vacancy continued. The Clerk of the <br />Council outlined the steps taken in 1993, when an appointment was made to <br />fill a vacancy on the Council. She explained that, in the event the Council <br />fails to make an appointment within 30 days of the vacancy, a special <br />election must be called forthwith; she further explained that the earliest date <br />an election could be held was May 1,2007. <br /> <br />Stanley Fiala addressed the Council on this matter; Joan Hake offered the <br />services of the Central Orange County League of Women Voters in assisting <br />the Council in the appointment process for filling the vacant Ward 1 Council <br />seat. <br /> <br />Motion: Proceed with an application process to fill the Ward 1 Council seat by <br />appointment and direct staff as follows: <br /> <br />1. Utilize the draft application provided to the Council in the staff <br />report, and distribute it to neighborhood association leaders <br />2. Post the application on the City's website and include information <br />related to the process including instructions for completing and <br />filing the application <br />3. Require that applicants submit a resume detailing their <br />qualifications <br />4. Instruct prospective candidates that a nomination petition with a <br />minimum of 20 signatures from registered voters within Ward 1 <br />must be submitted with the application along with a completed <br />Statement of Economic Interest form <br />5. Advise candidates that in accordance with the provisions of the <br />City Charter, an appointee must, at the time of appointment and <br />continuously for one year prior, have been and be a resident of <br />Ward 1 <br />6. Issue a press release relative to the application process <br />7.
