PUBLIC COMMENTS <br /> <br />in response to Dave Lopez's concern that the approved Budget did not fund <br />additional Residential Code Enforcement positions, Councilmember McGuigan <br />indicated she shared his concern and noted Residential Code Enforcement would <br />be addressed following establishment of the Commercial Program. <br /> <br />Planning and Building Agency Executive Director Robyn Uptegraff, City Manager <br />David Ream, and City Attorney Joe Fletcher explained various aspects of the <br />Commemial Code Enfomement Program and indicated that although the Program <br />would primarily focus on Commemial Enforcement, Residential Code Enforcement <br />should also see improvement. Lopez asked that his request for additional <br />Residential positions be reconsidered at the beginning of the new calendar year. <br /> <br />Bill Todd opined the Council had violated Constitutional Amendments in two recent <br />decisions, and provided the Councilmembers with copies of the United States <br />Constitution. <br /> <br />Enrique Guerrero reported a 50-foot antenna in the 2000 block of S. Lowell Street <br />was causing interference with his phone and television reception and requested <br />Council help in resolving the problem. Mayor Pulido requested the City Manager <br />assist Guerrero. <br /> <br />In response to Desi Reyes and Winston Covington who expressed concem that the <br />Council had not adopted the trench cut ordinance proposed with the Budget, <br />Councilmember Lutz explained the Personnel and Budget Review Committee <br />needed to work out a few remaining details with the utility companies. <br /> <br />90.B. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilmember Moreno: <br />· wished everyone a Happy Father's Day, Summer Solstice, and Fourth of July; <br />· opined additional Commercial Code Enforcement was not necessary and that <br />the Program's negative impacts would surpass its benefits for businesses; <br />· encouraged promotion of the availability of the Santa Ana College Pool for use <br /> by residents during the summer months; <br /> <br />CITY COUNCIL MINUTES 203 JUNE 21, 1999 <br /> <br /> <br />
