Our proposal is based upon
upgrading the City's entire SCADA system, including new DYNAC ESTM SCADA software, new Dell
servers and network hardware, new Modicon Momentum PLCs, and new MDS iNET2 radios configured
for Ethernet communications.

The DYNAC ESTM upgrade will provide the City with the latest in PC-based server and SCADA software
technologies, maximizing SCADA system performance while leveraging the existing SCADA database
configuration and minimizing impacts to operations and maintenance staffs. The DYNAC ESTM core
databases, graphics and reports are backward compatible with the City's existing DYNACTM databases
with minimal conversion required. The new functionality of Ethernet PLC communications and Alarm
Paging, as desired by the City, are integrated, standard features of DYNAC ESTM. Factory testing will be
performed against a standard set of DYNAC ESTM test procedures, verifying functionality with the City's
existing configuration files. The SCADA master station upgrade includes the following:

).> DYNAC ES license with unlimited expansion
).> Two (2) Dell PowerEdge 1800 SCADA servers (with automatic failover)
).> One (1) Dell PowerEdge SC430 server for remote access
).> One (1) Dell Dimension 9200 Alarm Paging Workstation
).> One (1) Dell 2716 GigE network switches
).> Two (2) AIS XessPro spreadsheet licenses
).> One (1) Hummingbird Exceed license
).> Two (2) OpenAccess ODBC server licenses
).> Three (3) OpenAccess ODBC client licenses
).> System assembly and configuration
).> Integration of existing database, reports and conversion of graphics
);> Conversion and verification of currently archived historical data
". Integration and testing of new alarm paging application
". Factory testing of all existing City configuration files with new The DYNAC ESTM software
).> Two weeks of DYNAC ESTM administration and operator training
).> Installation and on-site testing
).> Installation materials including communications cables
).> Complete on-line Operation and Maintenance documentation on the DYNAC ES SCADA system
).> Project management and administration
).> Project expenses (freight, travel, per diem, supplies, etc.)
).> One (1) year of DYNAC ESTM software warranty
).> Standard Manufacturer hardware and software warranties

TRANSDYN, INC.. 5669 Gibraltar Drive.
