<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />FEBRUARY 05, 2007 <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1" Reading <br />o Ordinance on 2M Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />CONTRACT AMENDMENT FOR <br />MOBILE COMPUTER SYSTEM <br />(BID SPEC. 06-126) <br /> <br />a~tZ- <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />- <br /> <br />RECOMMENDED ACTION <br /> <br />Amend the contract with Tribalco to furnish all labor, materials and <br />equipment to install additional mobile computer systems in police <br />department vehicles by $499,789.99 for an amount not to exceed <br />$1,499,789.99. <br /> <br />DISCUSSION <br /> <br />On September 19, 2005, the City Council accepted a $8.4 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br /> <br />A consortium of 19 Orange County jurisdictions makes up the UASI Santa Ana <br />Urban Area, with the City of Santa Ana the lead agency. An objective of <br />the consortium is to improve communications between first responders during <br />an emergency. A project underway is the installation of wireless <br />computers, including a 4.9 GHz "air" card for data sharing between all Fire <br />and Police vehicles responding to an emergency. A prior UASI grant wired <br />Santa Ana Fire Department first responder vehicles into the ad-hoc network. <br /> <br />The Santa Ana Police Department maintains a fleet of 110 black and white <br />patrol cars and approximately 40 specialized vehicles for a total of <br />approximately 150 first responder vehicles. On September 05, 2006, <br />utilizing UASI grant funding, the City Council awarded a contract to <br />Tribalco to furnish all labor, materials and equipment to install the <br />mobile computer system in police department vehicles, based upon the City <br /> <br />22F-1 <br />
