<br />CITY COUNCIL MEETING DATE: <br /> <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />FEBRUARY 5, 2007 <br /> <br />TITLE: <br />MEMORANDUM OF UNDERSTANDING WITH <br />WIA MANDATED PARTNER - STATE <br />DEPARTMENT OF REHABILITATION <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 1" Reading <br />D Ordinance on 2'd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br /><2.Aa <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />C!-: <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Approve entering into a <br />Workforce Investment Act <br />Rehabilitation. <br /> <br />Memorandum of Understanding with the following <br />(WIA) mandated partner, the State Department of <br /> <br />WORKFORCE INVESMENT BOARD ACTION <br /> <br />At its Regular Meeting on January 12, 2007, the Workforce Investment <br />Board recommended that the City Council approve entering into a <br />Memorandum of Understanding with the following Workforce Investment Act <br />(WIA) mandated partner, the State Department of Rehabilitation, by a vote <br />of 19:0 (Beasley, Conrad, Didion, Lacroix, Lewis, Meza, Quarles, Ray, <br />Wadhera, Whipple absent). <br /> <br />DISCUSSION <br /> <br />The Workforce Investment Act (WIA) , requires that the Santa Ana Workforce <br />Investment Board (WIB) establish a One-Stop delivery system which <br />provides workforce development services. The One Stop delivery system is <br />a network of WIA mandated and optional partners that are responsible for <br />providing a variety of services, which lead to training and employment <br />opportuni ties for adults, dislocated workers and local youth. The City <br />of Santa Ana W/O/R/K Center currently operates the One-Stop center for <br />the WIB. The WIA specifies that the WIA funded Adult and Dislocated <br />Worker programs must be provided through the One Stop delivery system, <br />and that partners must participate in the operation of the system and the <br />delivery of these services. <br /> <br />Through Memorandums of Understanding (MOU) , a collaboration by all of the <br />One-Stop partners is created for a seamless system of service delivery <br />designed to enhance access to the program's services and improve long- <br /> <br />25F-1 <br />
