BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS
FOLLOWS:

Section 1: The City Council of the City of Santa Ana ("Council") hereby
finds, determines and declares as follows:

A. The Community Redevelopment Agency ("Agency") is
assisting Wilshire/Minnie, L.P. with the acquisition and rehabilitation
of real property located at 1201,1209,1213,1221, 1225, 1229, and
1233 East Wilshire, and 1401, 1403, 1409, 1413, 1421, 1425,
1429,1433,1437, and 1439 South Minnie Street ("the Property").

B. The Property is comprised of seventeen buildings which currently
have 164 one bedroom units. After the rehabilitation and reconfiguration,
there will be 144 units with a mix of 1, 2, 3, and 4 bedroom sizes, with
occupancy restricted to households with annual incomes at or below 60
percent of area median income.

C. Pursuant to California Government Code section 7260, et seq., a
public entity is required to adopt a relocation plan, by resolution, whenever
it enters into an agreement for acquisition of real property or an agreement
for the disposition and development of property which would lead to
displacement of people from their homes.

D. The relocation plan has been prepared in conformance with
applicable provisions of the California Government Code section 7260, et
seq., Relocation Guidelines (California Code of Regulations, Title 25), as
well United States Department of Housing and Urban Development
regulations.

E. The relocation plan is required because of the displacement of fifty
five households due to the reduction in the number of units and the
income restrictions imposed by the Low Income Housing Tax Credit
Program.
