Receive and file the Categorical Exemption for <br /> Environmental Review No. 99-31. <br /> <br />m <br /> <br />Instruct the City Attorney to prepare a resolution denying <br />Variance Application No. 99-05, overruling the decision of <br />the Planning Commission. <br /> <br />MOTION: Moreno SECOND: Bist <br /> <br />Robert Fiscus, representing the applicant, requested to speak. <br /> <br />Mayor Pulido re-opened the public hearing at 8:21 p.m. <br /> <br />Robert Fiscus spoke in favor of Variance No. 99-05. <br /> <br />Mayor Pulido re-closed the public hearing at 8:25 p.m. <br /> <br />In the course of Council's discussion regarding the Variance, Councilmember <br />Moreno inquired as to whether he had a Conflict of Interest since he lived in the <br />neighborhood adjacent to the service station. Since his residence was so close <br />to the project, he decided to withdraw his motion. <br /> <br />MOTION: Bist <br /> VOTE: <br /> <br />1.
