SPECIAL PRESENTATION <br /> <br /> YOUTH PROGRAMS UPDATE - Recreation and Parks Executive Director Cleve <br /> Williams assisted by Cable Engineer Tom Bystry <br /> <br />ORDINANCES - FIRST READING (TAKEN OUT OF AGENDA ORDER) <br /> <br />50.A. ESTABLISHMENT OF YOUTH COMMISSION <br /> <br />Michelle Santana and Sophal Choy, two of the 40 Youth Alternative Collaborative <br />(YAC) Youth Leaders, briefed the Council on the process that led to the proposal <br />of the Youth Commission. <br /> <br />Rifka Hirsch spoke in support of the proposed Youth Commission and suggested <br />the Council include YAC Youth Leader representatives in the Commission's <br />governance structure. <br /> <br />Breanna DeMail asked the Council to appoint 3-10 YAC Youth Leaders as <br />honorary members of the Commission. <br /> <br />Councilmember McGuigan requested staff to explore ways to involve the youths <br />who had helped to create the Youth Commission in a policy-making capacity. <br /> <br />Councilmembers discussed applicant qualifications for the Commission including <br />grade point average, parental consent, and participant age limits. <br /> <br />Councilmember Christy confirmed the intent of the Youth Alternatives Council <br />Committee in drafting the ordinance was to limit participation to high school and <br />middle school students, and to disregard grade point average based on the <br />assumption that Councilmembers would select academically qualified students as <br />their representatives. She agreed parental consent should be included in the <br />ordinance and asked the City Attorney for appropriate language to include this <br />provision in the ordinance. <br /> <br />Motion: <br /> <br />Amend ordinance to require any appointees under the age of 18 to <br />have parental consent to serve on the Youth Commission, place <br />ordinance on first reading and authorize publication of title. <br /> <br />ORDINANCE NS-2403 - An ordinance of the City of Santa Ana <br />establishing the Santa Aha Youth Commission - Recreation and <br />Community Services <br /> <br />MOTION: Christy SECOND: McGuigan <br /> <br />VOTE: <br /> <br />AYES: <br />NOES: <br /> <br />Bist, Christy, Franklin, Lutz, McGuigan, Moreno, <br />Pulido <br />None <br /> <br />ABSENT: None <br /> <br />CITY COUNCIL MINUTES 285 SEPTEMBER 7, 1999 <br /> <br /> <br />
