<br />REQUEST <br /> <br />The proposed project is to create a Specific Development <br />Zone 80 and development standards for a site located in the <br />Central Business Artists Village (C3-A) zoning district with a <br />current General plan use designation of District Center (DC). <br /> <br />PROJECT DESCRIPTION <br /> <br />The subject property is located in the Central Business Artists <br />village (C3-A) zoning district and has a General Plan use <br />designation of District Center (DC). The proposed project <br />consists of the construction of a new six-story, 16,000 square <br />foot mixed-use building with 1,189 square feet of retail on the <br />first floor, 3,544 of basement that includes parking and <br />storage, as well as five residential and/or commercial units <br />occl,lpying the remaining upper floors, on a 4,000 square foot <br />lot. parking will be provided in a garage using a parking lift. <br />The project will require a zone change to create a Specific <br />Development zone with development standards for the zone. The <br />Community Development Agency is the responsible agency for the <br />Disposition and Development Agreement on file for this site, and <br />this Agency will appropriately amend this agreement. A <br />Tentative Tract Map will be filed and considered at a later <br />date. <br /> <br />RESPONSES TO ENVIRONMENTAL CHECKLIST <br /> <br />The following is an analysis of potential environmental impacts <br />associated with the proposed amendment to the Municipal Code to <br />establish a Specific District. The analysis is based upon the <br />City of Santa Ana Environmental Check List. The analysis focuses <br />on impacts associated with approval of the proposed amendment to <br />the municipal code. <br /> <br />I . AESTHETICS <br /> <br />A. Have a substantial adverse effect on a scenic vista? <br />B. Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within a <br />State highway? <br /> <br />Less than significant. <br /> <br />8 QArJ 3 <br />
