<br />Mr. David DiRienzo <br />West End Lofts, Santa Ana, California - Historic Evaluation <br />November 6, 2006 <br />Poge 2 <br /> <br />The most common style used in the Historic District is the Spanish Colonial Revival. <br />However, as noted in the nomination, the range of styles from a number of periods, <br />downtown's early 20" century development evolution, is the basis of the designation, <br /> <br />Standard #9 states that "new additions, exterior alterations, or related new construction <br />sholl not destroy historic materials that characterize the property. The new work shall be <br />differentiated from the old and shall be compatible with the massing, size, scale and <br />architectural features to protect the historic integrity of the property and its environment." <br /> <br />Standard #10 states that "new additions and adjacent or related new construction shall be <br />undertaken in such a manner that is removed in the future, the essential form and integrity <br />of the historic property and its environment would be unimpaired." <br /> <br />The building to the west of the infill property is the 1915 Beaux Arts style West End Theater <br />(one of the few Beaux Arts style structures in the Historic District). The structure to the east <br />is the Semi-Tropic Hotel with its 1933 Moderne fa,ade. Each is representative of a different <br />period and architectural style from the early 20" Century. Thus, there is no single design <br />from any historic period that bridges the two styles. A design could mimic one, but not both <br />of the styles, <br /> <br />As noted in the National Register nomination, one of the hallmarks of this Historic District is <br />that the contributing buildings reflect changes in architectural fashion over time while <br />preserving key individual examples of important periods of architectural development. <br /> <br />Standards #9 ond #10 do not mandate that infill construction mimic or echo the styles of the <br />contributing historic buildings. And specifically, Standard #9 states that "new work shall be <br />differentiated form the old," An infill building with a contemporary design is acceptable <br />(especially in this district where the nomination is based on a variety of styles built over <br />several decades) as long as it is compatible with the form and character of the Historic <br />District. The National Register nomination also clearly states that taller buildings (up to six <br />stories) complement the shorter structures which vary from 1 to 3 stories in height. <br /> <br />The proposed project fits within the development envelope that is recognized as historic <br />within the Santa Ana Downtown Historic District.
