<br />Historic Resource Impacts <br />Courthouse Lofts Project <br /> <br />320 West Fourth Street <br />Santa Ana, California <br /> <br />The purpose of this report is to assess the potential impacts of construction of <br />a new mixed.use (commercial and residential uses), known as the <br />Courthouse Lofts, building in the Downtown Historic District in Santa Ana, <br />California. Since the parcel is located in a National Register Historic District, <br />an evaluation of potential impacts of this infill project must be conducted to <br />comply with environmental review procedures of the City of Santa Ana and <br />the California Environrnental Quality Act (CEQA). The purpose of the review <br />is to determine whether the proposed structure will cause any significant <br />environmental impacts (as defined by CEQA guidelines, Section 15064.5). <br /> <br />The Courthouse Lofts project consists of new construction of a mixed use <br />building on the empty parcel located at 320 West Fourth Street in Santa Ana's <br />Downtown Historic District. The property owner, Urban West Strategies, has <br />proposed construction of a structure with commercial and service uses at the <br />street level and "live-work" lofts on the upper levels. The proposed project is <br />located mid-block flanked on each side by buildings which have been <br />designated "contributing buildings" to the historic district. The proposed <br />project, a six-story building, would encompass the entire lot and include a <br />basement, a ground floor dedicated to commercial uses and five stories of <br />housing in the form of residential live-work lofts. <br /> <br />Physical and Historical Context of Downtown Historic District <br /> <br />The parcel known as 320 West Fourth Street is Orange County Assessor <br />Parcel Number 398-591-02 located in the City of Santa Ana. The project is <br />proposed for this 41 by 100 foot parcel which is located mid-block on the <br />south side of West Fourth Street between Broadway and Birch Streets within <br />the Santa Ana Downtown Historic District. <br /> <br />The Historic District is divided into two sections. The smaller portion lies <br />primarily to the north of Santa Ana Boulevard (Sixth Street) to Civic Center <br />Drive (Seventh Street) between Broadway on the west to just east of Bush <br />Street on the east. The southern portion of the Historic District has irregular <br />boundaries. The principal intersection is that of Broadway and Fourth <br />Streets. The District runs along portions of both the east and west sides of <br />the Broadway from just south of Second Street to the south side of Fifth <br />Street. At the District's southern end it runs along Second Street from just <br />west of Broadway to the west side of Main Street and jogs to the south <br />touching First Street at Sycamore. Most of Third Street is excluded from the <br />Historic District. The Historic District also runs east-west along Fourth Street. <br />From Main Street east, only the south side of Fourth Street (the 100 East <br />block) is in the District, creating a stub end.
