<br />Historic Resource Impacts <br />Courthouse Lofts Project <br /> <br />320 West Fourth Street <br />Santa Ana, California <br /> <br />Downtown Historic District have been evaluated and categorized as either <br />"Contributive", "Key", or "Landmark" (with "Landmark" as the highest rating) <br />resources in terms of their historic and/or architectural significance to the local <br />Santa Ana Register. <br /> <br />A resource is categorized a "Landmark" if the building, structure, object or <br />site: is on the National Register or appears eligible to be placed on the <br />National Register; is on the State Register or appears to be eligible to be <br />placed on the Register; or it has an historical/cultural significance to the city; <br />or it has a unique architectural significance. A resource is categorized as <br />"Key" if the building, structure, object or site: has a distinctive architectural <br />style and quality; or is characteristic of a significant period in the history of the <br />city; or is associated with a significant person or event in the city. A resource <br />is categorized as "Contributive" if the building, structure, object or site <br />contributes to the overall character and history of a neighborhood or district <br />and is a good example of period architecture. <br /> <br />In 2001 an Intensive Survey Update was conducted for the Downtown <br />Historic District by Leslie Heumann of Science Applications International <br />Corporation. This update identified changes (demolitions and rehabilitations) <br />that occurred in the District since it was originally designed as a National <br />Register Historic District. <br /> <br />Physical and Historical Context of 300 Block of West Fourth Street <br /> <br />West Fourth Street, a portion of the Birch Addition which lay west of <br />Spurgeon's townsite, was piatted in 1876 by Albert W. Birch who came from <br />Illinois. Early construction on the block included a general store and carriage <br />shop. The period between 1880 and the 1920s saw several waves of <br />construction. <br /> <br />The north side of the 300 block of West Fourth Street contains the Phillips <br />Block Building located on the northwest corner of West Fourth and Broadway <br />at 301-309 West Fourth Street (# 11 on Downtown Historic District Map). <br />This two-story structure was originally three buildings now covered by a <br />common fac;:ade. The earliest portion of the building, the first floor of 307-309 <br />was constructed around the turn of the 20th Century. In 1909 two buildings <br />were erected to the east and the buildings appear to have been combined in <br />the early 1920s. The stucco clad building features Italian Renaissance <br />Revival features. The first floor also had a later remodel that removed <br />transoms and altered storefronts. The Phillips Block is listed on the Santa <br />Ana Register of Historic Properties as a "Contributive" structure. <br /> <br />The Freeman Block was located at 311-315 West Fourth Street.
