<br />Historic Resource Impacts <br />Courthouse Lofts Project <br /> <br />320 West Fourth Street <br />Santa Ana, California <br /> <br />automatically listed in the California Register of Historical Resources. The <br />subject parcel, although empty, is within a designated historic district. <br /> <br />The City of Santa Ana has maintained the Santa Ana Register of Historical <br />Properties since 1998. Resources within the boundaries of the National <br />Register Downtown Historic District have been evaluated as "Contributive", <br />"Key", or "Landmark" resources in terms of their historic and/or architectural <br />significance. The subject property, as an vacant parcel, is not rated in the <br />Santa Ana Register. <br /> <br />In addition, the City of Santa Ana Municipal Code requires that the City's <br />Historic Resources Commission (HRC) review and approve proposed <br />projects including new construction located within and/or adjacent to an <br />historic district that has the potential to result in changes to the exterior of <br />designated structures or to their setting. Changes which do not substantially <br />change the character and identity of the historic property or district are <br />allowed. <br /> <br />Since the Downtown Historic District is listed on the National Register of <br />Historic Places and the California Register of Historical Places, the project is <br />also required to be evaluated to determine if it would result in a substantial <br />adverse change in the significance of the historical resource. According to <br />CEQA Guidelines a substantial adverse change in significance would occur if <br />the project would cause demolition or materially alter in an adverse manner: <br /> <br />--the physical characteristics of the historical resource that convey its <br />historical significance and that justify its inclusion in, or eligibility for, inclusion <br />in the California Register of Historical Resources; <br /> <br />--the characteristics that account for its inclusion in a local register of <br />historical resources pursuant to local ordinance or resolution; <br /> <br />--the physical characteristics of a resource that convey its historical <br />significance and that justify Its eligibility for inclusion on the California Register <br />as determined by a lead agency. <br /> <br />The City of Santa Ana's Planning and Building Department has adopted the <br />Secretary of the Interior's Standards for Rehabilitation from the United States <br />National Park Service to guide rehabilitation of historic structures and new <br />construction in historic districts. Projects that comply with these Standards <br />are determined to have a less than significant impact under CEQA. There are <br />ten Standards for Rehabilitation of which two apply to new construction. <br /> <br />Standard 9 states: "New additions, exterior alterations, or related new <br />construction will not destroy historic materials, features, and spatial <br />relationships that characterize the property.
