<br />Historic Resource Impacts <br />Courthouse Lofts Project <br /> <br />320 West Fourth Street <br />Santa Ana, California <br /> <br />ghost billboard on the west wall of the Semi-Tropic Hotel building should be <br />photographed using Historic American Building Survey (HABS) Level II type <br />documentation. In addition, to these archival quality black and white <br />photographs, a set of color photographs should be taken. The documentation <br />should also include a brief written report on the historic use of building walls <br />for advertising and signage (a practice that is currently banned or regulated <br />by city governments). These documents should be compiled into a report that <br />will be deposited at the Santa Ana Public Library History Room. Copies of <br />the report should also be deposited with the City of Santa Ana Planning <br />Department. <br /> <br />Implementation of the above as a mitigation measure would reduce any <br />potential adverse impact to this single transitory feature (only one aspect of <br />the existing building) to a level of insignificance. <br /> <br />In conclusion, the proposed Courthouse Lofts Project is designed within the <br />height envelope of the existing Downtown Historic District whose character is <br />defined by a predominant building height and style (two-story, Spanish <br />Colonial Revival). The Historic District includes buildings between one and <br />six stories high, sited on either single or multiple joined lots, and designed <br />over a 40-50 year period in a wide variety of styles (from Victorian to <br />Moderne). The proposed project, as new construction on a vacant lot, will not <br />remove any contributing historic building from the district. The proposed <br />building is designed to accommodate the transitory feature, the ghost <br />billboard advertisement, on the party wall of the adjacent Semi-Tropic Hotel. <br />However, a portion of the ghost billboard will be obscured since it is on a <br />party wall. The ghost billboard has been fading over time, as is the nature of <br />images meant to be transitory, but as a feature that is reminiscent of an <br />earlier age, a report documenting (by photographs and narrative) the extant <br />image should be prepared before construction activities occur. The proposed <br />Courthouse Lofts Project is an infill structure that is compatible with the <br />existing Historic District. It complies with the Secretary of the Interior's <br />Standards and will not result in any adverse impact to the designated Santa <br />Ana Downtown Historic District. . <br /> <br />Kaplan Chen Kaplan <br /> <br />15 <br /> <br />April 20, 2006 <br /> <br />80A-94 <br />
