Modification to CUP No. 1962-92 <br />January 8, 2007 <br />Page 3 <br />previously approved through CUP No. 1962-92. Individuals visit the temple <br />at their leisure to walk the grounds and worship. <br />At the completion of the proposed addition, a total of 4,224 square feet <br />of area will be used for worship and assembly. Since churches/religious <br />meeting halls are parked at one parking space per 35 square feet of <br />assembly area, a total of 121 parking spaces are required for the project <br />while 136 parking spaces have been provided. The on-site parking area is <br />being upgraded to comply with City Codes pertaining to churches. A five <br />foot landscape buffer is now provided adjacent to surrounding residential <br />property and new landscape planters, trees and lighting will be provided <br />in the parking lot that will be in compliance with City development <br />standards. Parking lot lighting will be limited to 15 feet in height and <br />will be designed to shine away from adjacent houses. <br />The Temple also celebrates three Buddhist Holidays each year where up to <br />300 people may visit the site. On these three holidays, an outdoor <br />gathering area is used. These holidays are special events that require a <br />land use certificate (LUC) to be issued by the City. These holidays <br />include Buddha's Birthday, Chinese New Year's and Mothers Day. <br />Based upon the above analysis and findings, staff recommends that the <br />Planning Commission approve the conditional use permit required for the <br />project as conditioned. <br />CEQA Compliance <br />This project was reviewed in accordance with the guidelines for the <br />California Environmental Quality Act. The recommendation is exempt from <br />further review pursuant to Section 15301.
