REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 5, 2007 <br />TITLE: <br />,~~, <br />PROPOSED AMENDMENT TO <br />CLASSIFICATION AND COMPENSATION <br />PLAN AND ANNUAL BUDGET <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 s' Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution that amends the City's Basic Classification and <br />Compensation Plan (Resolution No. 82-110) and amends the Fiscal Year 2006- <br />07 Annual Budget. <br />DISCUSSION <br />In response to significant recruitment and retention difficulties in the <br />last several years, the Personnel Services Department recently completed a <br />comprehensive labor market survey of compensation rates for municipal <br />civil engineering job classifications. The survey revealed that all <br />professional engineering classifications examined, which include <br />classifications in the Public Works Agency and Planning & Building Agency, <br />are significantly below the labor market average for comparable positions. <br />As a result of this decrease in market competitiveness, the City has had <br />difficulty over the last several years recruiting candidates for <br />engineering positions. For example, in the three most utilized <br />engineering classifications, Assistant Engineer I and II and Senior <br />Engineer, recruitments to fill multiple vacancies are almost continuously <br />conducted, and are often repeated due to an insufficient number of <br />applicants or a poor quality applicant pool. In the last nine <br />recruitments for these classifications, an average of fewer than three <br />candidates per recruitment met the minimum passing score and were eligible <br />for selection. <br />The affected job classifications in the Public Works Agency are Senior <br />Land Surveyor, Senior Civil Engineer, Senior Engineer, Senior Assistant <br />Engineer, Assistant Engineer II and Assistant Engineer 2. Additional <br />classifications in the Traffic Engineering section include Senior Traffic <br />55A-1 <br />
