5. Employment: Providing opportunities for gainful <br />employment, reducing the perceived need for ex-offenders <br />to return to gangs, crime and drugs in order to provide for <br />their basic needs. <br />D. The overarching goals of the Early Prevention and Intervention <br />Commission shall be to: <br />Reduce the number of gang-related crimes. <br />2. Reduce the level of gang membership and activity. <br />3. Mobilize the community into action to ensure that youth do <br />not join gangs. <br />4. Improve community capacity to address crime, violence, and <br />gang activity. <br />5. Identify resources, develop strategies, and design inter- <br />agency programs which will improve services to youth that <br />are gang involved or at risk of gang involvement. <br />E. The Commission's mission shall be to develop a more strategic, <br />coordinated, and collaborative effort between the City, law <br />enforcement agencies, social services, and the general public with <br />the objective of enhancing opportunities for youth in Santa Ana to <br />significantly reducing gang involvement, and it's negative impact, in <br />the community. <br />F. Through grassroots organizing and public/private partnerships, the <br />Commission will assist at-risk youth, former gang members, and ex- <br />offenders by developing stable collaborations among youth, parents, <br />service providers, educators, and businesses. These collaborations <br />will divert potentially dangerous gang involvement into more positive <br />and productive educational, employment, and developmental paths, <br />while simultaneously creating a new generation of leaders and role <br />models who enrich their communities and enhance their viability. <br />G. All provisions of the Santa Ana Municipal Code which are repeated <br />herein are repeated solely in order to comply with the provisions of <br />section 418 of the Charter of the City of Santa Ana. Any such <br />restatement of existing provisions of the Code is not intended, nor <br />shall it be interpreted, as constituting a new action or decision of <br />the City Council, but rather such provisions are repeated for <br />tracking purposes only in conformance with the Charter. <br />Ordinance No. NS- ~ ~ BSA <br />Page 2 of 7 L <br />
